In the Project settings is aknob called proxy scale. That should give you what you want.

I need to do some work that involves getting the current proxy/downrez multiplier so that i can get the proxy format (like in this case 1024x778 from the normal 2048x1556).I can't seem to find that value anywhere. Can anyone guide me in the right direction?
