I was just playing with this myself - I believe that 'frame' in the 
ParticleExpression node is actually referring to the age of the particle 
(frames since it was created) rather than the frame of the scene.

However, I have managed to do this by setting the "vel" parameter in a 
ParticleExpression node to 0, and then animating the "Probability" knob.
