There used to be an unusual addition of searching for things relative
to the place the script was located in not sure if that is still
present, this was mostly evident when rendering, Not sure if that is
still there, but other than than '~/.nuke' is it.

try this in a script editor to see...

import sys, nuke
print sys.path
print nuke.pluginPath()
