I think there is VFX Showrunner and Shot Runner which aren't free but are way 
cheaper than Shotgun. 

And if I remember correctly, a few (5+) years back there was a "lite" version 
of Showrunner that was free. 

There are also a few php open source projects that can be tweaked to track film 
projects to some degree. But I don't have their names at hand right now.
