Regular transform also does this if there is no incoming alpha channel. I always figured it was because Nuke was assuming that, if you didn't specify an alpha channel, you'd at least want to preserve the edges of the frame after moving the image. I usually just throw a default shuffle in before it if I want the alpha to stay black.
