thankyou for responding lamakaha. 

unfortunately that didn't work. 
A few reasons are; 
-because the camera and the car are moving the same speed, the velocity pass 
for the car is black. (pixel based velocity isn't supported in velocity passes)
- the reflection on the car move on the surface of the car and change 
directions based on the shape. If I apply the wall velocity, it will mess up 
all reflection on the car. the reflections need to be blurred in the direction 
that they are currently moving. 

I tried what you said above, I tried time blur, frameblend, vector generator, 
direction blur...pretty much all the conventional stuff one would think of. 

any other thoughts?
