It's the Foundry. Anyone can sign up for the list and spam it. The trouble is many(most) people at the Foundry forget this list even exists even though it exists on their servers. A Nuke engineer actually poped onto the dev list and asked "who owns this list!". If you look at the footer of the email the links for the mailing list are all there and the URL are all @support.thefoundry.co.uk
so even if you complain to them you will get a big....huh? what do you mean?...what are you talking about?? Most people do not even know what a mailing list is these days.
