Thanks Travis - that did the trick. Is this an issue specifically with mingw and Windows?

Edit line 690 of ndarrayobject.h to read

#define NPY_USE_PYMEM 0

Hopefully that should fix the error.
  
    

You will also have to alter line 11189 so that

_Py_HashPointer is replaced by 0 or NULL
