Allan Haldane and Stefan van der Walt are the two people going. Given that this is more a governance/sustainability/funding type rather than a technical event (even though there's also an opportunity to sprint), it made sense to choose people who have been working on NumPy for at least a couple of years (or much longer, in Stefan's case).
