It looks like the repo https://github.com/numpy/windows-wheel-builder is defunct. Could someone with the appropriate access privileges merge Matti's pull request to update README.rst (https://github.com/numpy/windows-wheel-builder/pull/7), and add a one-line description to the main repo page that says something like "INACTIVE - this repo is no longer maintained"?
