For me, the basic problem is that there is no support for this kind of thing in numpy right now (loading specific implementation at runtime). I think it would be a worthwhile goal for 1.1: the ability to load at runtime different implementations (for example: load multi-core blas on multi-core CPU); instead of of linking atlas/mkl, they would be used as "plug-ins".
