I have been thinking in these lines too. But I have always thought it would be too much work for very little in return, and it might not interop properly with libraries written for NumPy (though PEP3118 might have changed that). I am not sure using Fortran in addition to Cython is a good idea, but it might be. At least if we limit the number of dimenstions to, say, 4 or less, ot would be easy to implement most of the code in vectorized Fortran.
