Hi Austin,

I tried running 'make requirements' from nupic-linux64 folder (not the
nupic codebase) and I got this :

kevin@zeus:~/Projects/nupic-env/nupic-linux64 > sudo make requirements
pip install --install-option="--prefix=" --ignore-installed --upgrade
--build="/pip-build" -r /external/common/requirements.txt
Could not open requirements file: [Errno 2] No such file or directory:
'/external/common/requirements.txt'
Storing complete log in /home/kevin/.pip/pip.log
make: *** [requirements] Error 1

I tried executing the command in nupic codebase but it didn't work (no rule
to make target='requirement')

Oh and I tried making external/common inside nupic-linux64 and pasted
requirements.txt there. Didn't work.
