Another great video where the details are presented and everyone gets to discuss the implications and alternatives. When we were discussing this idea last year, I didn't really Grok how it worked, so your explanation and the discussion were invaluable in making it clear that this is an avenue worth pursuing. I've done a little work on it and have produced a short analysis [1] of a first-stab implementation. Please take a look and let me know if this is along the lines of your plan. As Subutai mentioned, this design does not take into account the statistics of the data. As mentioned, there is a NonUniformScalarEncoder in the python source which has the bits needed for this.
