I am planning to live-stream everything possible on UStream, at a higher quality than last year's hackathon. Many of my problems with last year's quality was due to using Google Hangouts, which allows community participation more easily. I've chosen to use UStream instead, which gives us much better live-stream and archival quality for presentations, but does not easily allow remote participation.
That being said, there is no reason you or anyone else couldn't hack along with everyone else. The mailing list and IRC channel will be entirely open to hackathon traffic. If you build something cool, put together a video demonstration and publish your code, and I'll be sure to try to include your work as much as possible.
