Hi, Just letting those who are interested know that htm.java ( https://github.com/numenta/htm.java) now has a full fledge ScalarEncoder. This work includes the base class Encoder too, forming the basis of the addition of more encoders.
In addition, the ScalarEncoder test was implemented and the test equivalency between the Python and Java base and ScalarEncoder is 100%! (as this encoder doesn't use any Random Number Generator).
