Go for the updated WP only. The outdated one will tell you nothing useful the 
updated one doesn't  ;) If you have the time, though, it's cool to see the 
progress between them...

Based on your feedback, it seems to me that the best approach will be to first 
implement something from scratch using the original white paper as well as 
Fergal's updated white paper as source material. Then, start thinking about 
possibly porting NuPIC into another language.
