I think this has something to do with NAB being out of sync with NuPIC. The "coincInputPoolPct" parameter was recently changed to "potentialPct" (see https://github.com/numenta/nupic/pull/1872/files) along with several other parameter name changes. I'm not sure that NAB will work until it's updated to use these newer parameter names.
