I usually find it helpful to run the driver manually with debugging:

You will see it scan for the device and attempt to open it, with
hopefully enlightening messages.  Generally, problems with usbhid-ups
are a broken USB implementation (unlikely with APC, who seems to have
gotten the USB part of their products corret) or OS security (especially
likely if you compiled NUT yourself).

If it works running manually, and your OS uses selinux, you might see
if it works from systemd with selinux set to permissive.
