well, the point is that there is not much interest in generating this file at compile time! apart for the specific case of users running the svn version. But in this case, we need the template to be generated before the configure call. IMO, the best solution here is for such users to use the snapshots instead of the SVN. SVN checkout should really be reserved to developers, not users in need of the latest developments.
