My question was answered by the FAQ (so kudos there) but oddly the question wasn't there (so made goggling the issue harder than it need be)

Suggested question: My UPS (an APC as it happens) lacks the field "battery.charge.restart" how will it know when to restart?

Suggested answer:  See FAQ#29 (https://networkupstools.org/docs/FAQ.html#_my_ups_powers_up_immediately_after_a_power_failure_instead_of_waiting_for_the_batteries_to_recharge)

The key point is so "battery.charge.restart" (in the question) appears and so becomes "googlable".
