I suppose you could bump debugging in the NUT driver (not sure how you'd do that with docker - maybe by tweaking the systemd unit ExecStart for it?) and get a printout of the bytes it receives on the wire.
@nbriggs might help decipher those, possibly finding errors that would need workarounds...
