Strange that you'd see it in a 2.7.4 installation, it was added later. The NDE is a helper script (can run standalone or wrapped into single-shot or continuous daemon services - depends on use-case like one UPS workstation or DCIM server watching a large dynamic population) to configure systemd (or Solarish SMF) service instances for each nut-driver. The script ensures drivers start after appropriate OS services (networking required for some and irrelevant for others, etc.)
