This is normal in my experience. UPS response time is in milliseconds, but it may delay reporting an "on battery" status in order to avoid raising a ruckus for temporary power blips.
Second problem, when UPS's are on Battery it does not report it in console neither sends a email but Web Gui detects that UPS's are on battery.
I would try straceing upsmon, to see what it does, and fails to do.
