Also, on the Windows side, isn't NUT for Windows (at least the upsmon part to MONITOR the upsd on a Linux/Unix server and initiate local shutdown) a viable option nowadays - even if not properly packaged yet (just a tarball with "make install"'ed binaries from CI)?
