Because it isn't. If a UPS is reporting that the line voltage is present, it can't be critical. See the FAQ. No, OB+LB is the only thing that can make a UPS critical. Changing this to OL+LB as well would break many systems where this is a transient situation after returning from an extended power outage and the batteries just starting to be charged. If you want to deal with this yourself, use 'upssched' to trigger a forced shutdown after the system has been discharging the battery and/or has seen the low battery indication for 'x' amount of time.
