Not only relative to hang but relative, for example, with socket time out that is logged but is not a real case of time out. Also I have noted that if the fetcher output is increased and the fetcher threads decreased (said 60 threads and 10 fetcher output on a dula xeon processor 2Gb of ram) the fetcher go on (except for manny false socket time out).
