That would be good. This can be done without changing anything else using servlet filters, no?
Tomcat does this out of the box, just by switching a parameter in the Context definition (server.xml).
+ make it possible to load static content from a other server for example an apache installation. (make absolute paths possible)
Also, due to the way the language-dependent templates are built now, it is very difficult to put the webapp at something else than ROOT. This is not nice - in most cases you already have something else running in the ROOT context.
