This is not a bug.  It just means that there are many pages with the 
same anchor text that point to this url.  It would be better if, with 
each anchor text, we also gave the url of the referencing page.  These 
should all be different.  This information is in the web database, but 
is currently not added to the FetchListEntry that is generated and used 
to build this anchors list.
