Thanks Stefan & Guy for the help.  This is now deployed.  If you visit 
http://www.nutch.org/ and your browser's language preferences match a 
translation then you should now automatically be redirected to that 
translation.

We can probably now do away with the flags at the top of every page, 
perhaps replacing them with just language codes...
