Your tool is a superset of the FetcherOutput.main() functionality. I'm wondering whether that's good or bad... perhaps it would be worthwile to keep FetcherOutput's functionality in just one place, i.e. move it out from FetcherOutput into DumpSegment, including the command-line options (like e.g. selecting a record with a given number). Then, regarding the place, I'd vote for putting it into *.util.
