I don't see a pressing need to get JIRA installed for Nutch or Lucene prior to the aggregation at Apache. It'd probably be best to do this all at once when we set up search.apache.org.

1++; Please please please! We may can already ask codehaus if they will host our jira! I would love to offer help to setup and maintain the nutch jira. Jira is just what a proffesional project need.
