If such search structure would already be established we think that
this money could actually be earned by ads placed on the meta-entry
points. That money has then to be shared among the participants of the
structure.
I don't think the earned money should be given back to the "members", but rather invested into infrastructure which would belong to the organization. Of course the organization would be owned by the members, so it's kind of shared, but I think this is not the same. I guess a lawyer could help here to make sure, that the organization would dissolve because of money or other issues, but I guess that's another challenge ;-)
The critical thing is, to ESTABLISH such structure because in that phase there will be no incoming money. Therefore we think that such search structure on the net will need a startup investment by a funding organisation.
I think one can just start very little and grow or not grow from there.
It would be self-organizing equilibrium. If the infrastructure cannot not hold
up to the expectation, then people won't use it or just a certain amount of
people will use it. For instance does Google really have to scale beyond
all means? I guess it would just loose market share, but as long as the
quality of the search results is good, I guess a certain amount of
people would still use it. Of course the investors wouldn't like that, but
this is because Google is a commercial company and a non-profit organization
doesn't have to live up to the standards of regular investors.
I think the quality of the search results matter.
I guess this leads us back to the question, do we really have to crawl the "whole" web to get good search results.
As mentioned before it would be rather simple to convince a lot of
the Open Source (not probably not Open Source) Content Management Systems to implement an interface to Nutch (and other search engines). This could be start to get
rid of at least some part of the crawling.
But at the very moment such funding organisations argue
that there is no need for any new search structure, because anybody
uses google. So there must be done more convincement to point out that
ANY monopoly on searchengines will ruin our information society.
it might not ruin it, but it's certainly something which people should be concerned about. Who knows, M$ might suddenly become part of such an alliance ;-)
