I'm wondering whether Nutch is set up to undertake small-scale, high- quality searches for modest fees? Frankly, I suspect there is a huge market in this area if the costs can be made affordable to little people, not just industry.
I am a researcher in public policy at a state university and 80% of my research time is spent in doing web searches for scientific, governmental, NGO, and eclectic data. Google has increased my research rate by 500 % but the vast increase in material poses new problems managing all this stuff. My experience and trained intuition lets me arrive at good insights quickly by discerning the best sites - and knowing what to extract from them. Others might welcome experienced help in doing "my" kind of search, but I would welcome help in speeding up my ability to search and review results. The manipulation issue may be less critical for hard data derived from governmental, interest organizations (e.g. Natural Resources Defense Council, UN Environmental Program, American Petroleum Institute) and their sites. It seems to me conceivable that a search engine with high credentials for fair and ethical balance, etc. could yield syntheses that could be used and even cited directly on web sites and in publications.
