Yes, nutch can be deployed for small-scale, high-quality searches.
Certainly, business ventures can base their paid services on it.

If you have a list of "best" sites, just instruct a nutch setup
to crawl them (and limit the scope only to them). The default results
are already good enough for common purpose. I have run a few intranet
search engine instances and they are pretty good.
