In 0.4 there were two fetcher implementations. But the plugin development required a lot of changes to the fetcher, and only one implementation was modified, the one that I already maintained. So the other fetcher implementation, which supported bandwidth throttling, is no longer supported. If someone desires throttling, then perhaps someone can provide a patch which adds it. Until then one can use the number of fetcher threads as an imprecise throttle. That works well enough for me.
