Why nutch is not capable of select the language?

Not yet, what is the default language of you browser and what kind of
browser you use.
The language is extracted from the http header send to the index.jsp

At now I'm studying nutch architecture...
I need, for my purposes, a search engine that give the results in
xml format out.
There is a open search servlet you can use it produces ready to use xml.

But I'm seeing that from the command line is possible to start an
instance of nutch server.
Where could I find more information about this kind of "server" ?
What is the protocol to interact with nutch server?
From the index searching point of view the nutch application runs
inside of tomcat.
