Are you running it under different web context and not the Root.
Secondly, have you set -dCATALINA_HOME=<<folder containing .db and .segments>> ?

Hello,
I am starting tomcat (Catalina) from Eclipse IDE. I set the home dir for
it by passing a foolowing VM option
-Dcatalina.home="<path to catalina home>"
