Not sure about the fee: the Harmony project's aim (http://incubator.apache.org/harmony/) is to build an Open-Source VM and I don't think they had to pay for it. Same story for other Open-Source VMs such as Kaffe, SableVM or even (IBM) Jikes. Glad I helped.
