All these are done on the console of the actual system. Obviously you are trying to do remote and the webpage will not allow you to upload a file that is on your system. I guess the solution would be to have the war file on the system that you are working on and then upload it. Or, copy the war file to the correct location in the tomcat directories.
Or can you use VNC to be console on the machine that tomcat is running on? Cheers!
