I'm not a hundred percent sure but, perhaps you need another escape
character in your substitution?
<substitution>$1&amp;TEXTO$2</substitution>
-->
<substitution>$1\&amp;TEXTO$2</substitution>

The examples in regex-normalize.xml contain this escape character.
