Let's say a fetch causes a redirect to an Url that looks like " http://www.foo.com?returnurl=http://somethingelse.com"; BasicURLNormalizer will change it to " http://www.foo.com?returnurl=http:/somethingelse.com";. Note that one of the slashes in the query string got removed. I don't think this is the intended behavior.
