some words index

hi,all:
       in the urls

i can search "The government has compiled a list of 15 small towns around
the country" find the web,
but search "Currently only 21 percent of small rural towns have access to
clean water"(at the end),can not find the web.


why?some words can not indexing? or the web have any restrictions?
