Dear NVO3 Participants -

Thanks to all contributors that have given feedback during the recent Calls for 
Adoption of draft-narten-nvo3-overlay-problem-statement [1] and 
draft-lasserre-nvo3-framework [2]. While the drafts enjoy some support, the 
chairs have concluded that the feedback was too divided to be seen as WG 
consensus. Thus, at this time, the drafts are not adopted by the NVO3 working 
group.

Nevertheless, the chairs remain committed to the WG's milestone dates. We plan 
to take follow-up action(s) following the Vancouver meeting, to ensure that the 
WG has appropriate documents to satisfy our charter. This may still be achieved 
through adoption of existing documents such as 
draft-narten-nvo3-overlay-problem-statement, draft-lasserre-nvo3-framework, 
and/or other drafts.

As we wrote recently [3], all participants that wish to contribute are 
encouraged to do so without delay. We will attempt to make progress quickly, 
using the upcoming meeting at IETF 84 along with mailing list discussion during 
July to determine our next steps.
