Lucy, I was planning to start updating the draft tomorrow to reflect all of the comments that have been received on the list (thanks everyone!) over the past two weeks.
I haven't worked out the exact text but in spirit section 4 will state that within an EVI it is the operator of that EVI's responsibility to ensure that the set of encapsulations supported by the PEs in that EVI is consistent. The advertisement of the encapsulations supported by each PE in the EVI assists the operator in obtaining this consistency. Yours irrespectively, John P.S.
