This version makes the changes that were presented and discussed at IETF
91, namely:

- Remove several places with "[Note:" in the text.
- Added a section on NVO3 gateway taxonomy

After posting, David Black noted that we unfortunately missed making some
rewording edits suggested by Mingui Zhang for section 4.4.  We will put
them in the next version.
