This draft update has a number of editorial changes compared to the previous version: * Switching to an editors/contributors model as the author list had grown fairly large. * A number of clarifications based on questions or suggestions received from implementors and others. There are no changes to the format, only improvements to wording to make the existing intentions more clear. * Initial allocation of a few values in the option class registry for open source projects which are using Geneve already.
