I'm only aware of this request (as of a few minutes ago) since Donald
forwarded it to me. If you really wanted answers from all the
contributors it might have been useful to put their email addresses on
the to or cc lines.
In any case, I am not personally aware of any IPR in this document.
FWIW I also support publishing this to document the experience.

As a reminder, we are pursuing publication of this document in order to
permanently document the experience of one working group in choosing
between multiple proposed standards track encapsulation drafts. The idea
was that this would provide helpful guidance to others in the community
going forward.
