Since we use the nwamd/active_ncp SMF property for persistence, the only way to
get the changes to the running snapshot is through "svcadm refresh". So, it
looks like NCP enabling (or switching) should refresh nwam.
Since main() enables an NCP, there is no need to nwam_init_*() in main()
because those are done by refresh().
