Agreed.
I initially thought a message was the answer; but then it occurred
to me that someone might have a rational reason for wanting to
create an empty NCP (scripting was one possibility). So in the
absence of other datapoints, I would say the ncp should be created.
However, I'm afraid creating the ncp will mean a non-trivial change
to the library code. If this is the case, I think that we need to
just do the message at this point, and have an RFE to allow creation
of empty NCPs.
